Quezon City loses 4 billion a year to ghost employees
Quezon City prides itself in being the richest city in the Philippines. The city government has billions of pesos deposited in the banks. All that money comes from taxes paid by the residents and businesses of the country’s largest city.
The problem of most Philippine cities is the lack of funds. They don’t have enough money to finance essential services and infrastructure projects. Not Quezon City. Its problem is that it has too much money, as a result of which corruption is very bad in the city government. And among the worst offenders are the representatives of the people themselves: the councilors.
There are thousands of ghost employees in the city’s payroll, most of them supposedly working for the councilors. Each of the 26 councilors has 124 employees but only 20 or so of them are real flesh-and-blood employees. The others are non-existent. They exist only in the payrolls and in the personal data sheets, most of which are fake. Somebody collects and pockets their pay every month.
Each councilor has an P800,000 monthly payroll. There are 26 councilors. So do the arithmetic and you will have an idea of how much taxpayers’ money is lost to ghost employees. A rough estimate of the amount stolen is P4 billion yearly!

I think the Philippine Government needs to be serious about these very distructive and dangerous CORRUPTIONS.That’s why too many Pilipinos are suffering, sacrifice to work abroad away from their family to earn enough money for their family. I believe Philippines is not a poor country don’t you think? I believe that the Aquino Administration is the only hope to End this century old disease that we inherrited from the other nationalities that stays in our country long time ago. I personally encourage the President of the Philippines to prioritize budget for the expansion of the jail around the country, then make a new Law. Who ever cought with corruptions, rich or poor,young and old, militaries,police officers,government employies whoever it is, will be setenced to a minimum of 10 to 35 years, or life sentence. I think that’s the only way the Philippines can totally reform and clean-up its image. Too much abuse, to much wasting of peoples money. Do you have any cameras at the Government offices like B.I.R and honestly revail the result. The government expenses of jail expansion or to build a new one is way cheaper than the amount of money corrupted by the Government officials or government employees.Are the good side of the Philippine Government aware of what is going on about their tax receiving offices? how about Payroll?. Why don’t you create a automated machine that’s easy to operate by the tax payers? and somewhat roll call the presense of all Government Eployee once a year. That way the tax money especially cash is more safer than to human who receive it. I believe, if the Government of the Philippines will seriously reform this dirty corruption, and create a new program that can help farmers, poor people whoever legitimate Pilipinos that need help, the Philippines will grow as faster as the rocket to the moon.
