Militant Solon Urges Congress to Pass Human Rights Measures Before Break

House Deputy Minority Leader Satur Ocampo (Bayan Muna) today called for the immediate passage of two major House Bills that would address the prevailing climate of impunity on human rights violations and raise government human rights policy and accountability to internationally-accepted standards.

“We call on the House leadership to set for approval on third reading the consolidated versions of major human rights measures that have gone through the rigorous legislative process and approved on second reading last Wednesday,” Ocampo said.

Ocampo is main author of HB 2263, “An Act Defining and Penalizing the Crime of Enforced or Involuntary Disappearance,” and HB 2619 “An Act Declaring Torture a Crime and Prescribing Penalties for Commission of Acts of Torture” with over 130 co-authors from all political parties in the House. The Anti- Enforced Disappearance Bill penalizes government authorities or state agents for the commission of this crime. Parallel measures have also been filed by Albay Rep. Edcel Lagman.

“The House must now take a major leap for human rights by passing these two bills before Congress goes on recess next week. Hopefully, these two measures will lead to the ending of the phenomenon of enforced disappearances and the practice of torture in the Philippines,” Ocampo said.
