Senator Jamby Madrigal accused Senate President Manny Villar Jr. Wednesday of illegally profiting P12-P16 billion from the National Home Mortgage Finance Corporation through its Unified Home Lending program from SSS and GSIS contributions of the poor while pocketing P414 million more from the scandal-ridden C-5 road project.
“We cannot have a nation run by a thief,” said Madrigal in her bombastic privilege speech, referring to Villar who had announced his intention to seek the presidency in the 2010 elections.
“We cannot have a senate run by a man who views lawmaking as money-making. This is only the tip of the iceberg,” she told Villar point-blank.
Citing a 1998 speech by then Rep. Joker Arroyo, Madrigal recounted how Villar’s Capital Bank received loans, financial accommodations and guarantees from the Bangko Sentral from 1992 to 1998.
Madrigal said Villar used his being a congressman during those times so his real estate companies can develop 5,950 hectares or almost 60,000 square meters of CARP lands into residential subdivisions without the appropriate issuances by the Department of Agrarian Reform (DAR).
While Senators Arroyo and Villar are now staunch allies, Madrigal said neither lawmakers nor any of Villar’s rabid defenders like Senator Alan Peter Cayetano can dispute how Villar made a killing from CARP.
Madrigal also hit the housing contracts which then congressman Villar cornered.
“The businesses of then-congressman Villar cornered 42 percent of the housing contracts for that program. That program, Mr. President, amounted to P40 billion, and so from it, the corporations of then-congressman Villar made at least 12 to 16 billion,” said Madrigal.
“Labing dalawang bilyong piso, Ginoong Presidente, ang pinakamaliit na ibinayad ng taong bayan sa mga korposayon ni dating kongresista Villar, bilyones na galing sa sipag at tiyaga ng mga ordinaryong mamayang na pinagkitaan, na ginatasan, na ginamit, sa pamamagitan ng areglo at pagka wa-is sa mga patakaran ng pamahalaan, sa panig ng mga korporasyon ni dating kongresista, at naging Ispiker at Pangulo ng Senado Manny Villar. Dahil dito, halos bumagsak ang SSS at GSIS sa laki ng pondong ginamit para sa programang ito,” said Madrigal.
Madrigal said that the National Housing Mortgage Finance Corporation also fast-tracked and prioritized payments for houses built by Villar’s companies during the Ramos presidency.
“This is one of many cases in which the present Senate president used his office so that his corporations can be watered by taxpayers’ money, not by his sipag at tiyaga,” she said in the vernacular.
Madrigal also lashed out Arroyo for being a “paladin in this chamber of a president who stole the presidency.”
“If he (Arroyo) could make that transformation it shouldn’t surprise anyone that he could attack Speaker Villar and then become a champion of Senate President Villar.”
Madrigal said Villar made money from the C-5 project while violating the constitution and Section 6 of Republic Act 3019 prohibiting members of congress to be directly and particularly favored or benefited by any law or resolution authored by him.
She added Villar also ran afoul with the Code of Conduct and Ethical Standards of RA 6713 by failing to divest from his family’s businesses.
Directly confronting Villar, Madrigal thundered:
“For in 1998 as in 2008, you had the chance to give a full accounting to your peers and our people, but you would not do it then, and you seem disinclined to do it now. But X marks the spot, Mr, President. Location, location, location has enriched you, but it has damned you, before our constitution, before your colleagues and before our people.”
Madrigal also came up with “newly discovered evidence” on “how greed and corruption through singit at taga made the man (Villar) rich as he presents himself.”
She said that Villar’s corporation Azalea (later renamed Brittany Corp.) bought in 1989 a parcel of land (22,543 square meters) in San Dionisio, Paranaque City for only P5,635,750 or P259 per square.
She then recounted how Villar mortgaged the property to Banco de Oro in 1992 for P14,090,0000 to make a profit of P8,454,250; and how he sold 187sqm to the government for P280,500 or an overprice at P1,500/sqm.
“In 2000, Brittany Corp. sold 6,155 square meters of the same property to the government for the road right of way of C5 Road at P15,000/sqm, or a total purchase price of P92,325,000.
“If we deduct the acquisition cost of 6,155/sqm and multiplied by P250 or P1,538,750, the profit for the purchase of the road right of way is the enormous sum of P90,786,250,” she said.
In all, counting the P314,778,750 profit realized by Villar from selling a portion of the property to Ayala Land, Brittany profited P414,019,250, Madrigal explained.
She said that Villar also lied when he said that his company Brittany donated the C-5 properties to the government for the road’s right of way, because she has in her possession the absolute deed of sale from Villar’s corporation to the Government. -##-
