What Neri Is Too Afraid to Tell the Public, and Why
Editor’s note: Vicente “Enteng” Romano III of the Black and White Movement, who is a close friend of ZTE-NBN whistleblower Rodolfo “Jun”Lozada Jr., emailed the following article to the media today, Feb. 10. In his note accompanying the article, Romano said Lozada wrote this piece sometime in October.
“He wanted me to disseminate it without attribution,” Romano wrote. “I believe he was motivated both by his genuine concern for a beleaguered friend who was being maligned no end, and his desire, even then, for the truth to somehow surface. He left it up to me as to how and when to disseminate it.”
Romano added that he did not find “any compelling reason to get it out then. But now that Jun has told it all, and Neri is being invited back to testify, I believe the public deserves to know what was (and maybe still is) in the mind of Neri – at least from the point of view of a friend. I’m sure Jun will not mind.”
Romano ended his note by saying, “Let’s get this out in the open.”

Many speculations have been made as to what Neri knows about the ZTE-NBN most particularly the direct involvement of Pres. Gloria Arroyo in this abominable affair. After his damaging “Sec. May 200 ka dito” demolition of Abalos, the discredited former Comelec Chairman, many were left disappointed when Neri suddenly clamped up when the Senators started asking him about the nature of his conversation with Arroyo, no amount of coaxing, cajoling and threats was enough to break his Code of Omerta. The question on many people’s mind was, What was Neri trying to protect when he repeatedly invoked “Executive Priviledge” during that gruelling 12 hour Senate Blue Ribbon Committee hearing on live television?
We have known the Truth all along as one of the few people that Neri confided his predicament during those fateful days of April 2006, and how he wanted to resign his post of NEDA Director General and Secretary for Socio-Economic Planning over this incident where he lost all his moral respect for Pres. Gloria Arroyo.
We are doing this document to give the public an understanding of this predicament.
What is Neri afraid to tell the public? He is afraid to tell the public that after he reported the Abalos P200 million peso bribe offer, Arroyo casually told him to ignore it and work for its recommendation for approval anyway. That when he protested that it is too controversial and may attract the wrong kind of attention from media, Arroyo retorted back “Pakulo lang ni Joey yan and his father”. When he tried to reason that it may not be accommodated in the Chinese ODA package because it has been filled up with a list of projects already, Arroyo again ordered him to remove the low cost housing project and some water project to accommodate the ZTE-NBN deal in the ODA loan. That when he attempted to reason that it may not be approved in time for the Boao Forum which was only two days to go from that fateful April day, Arroyo with raised voice told him to include the ZTE-NBN project in the agenda of the following day’s meeting of a combined NEDA Board and Cabinet Committee, who as expected promptly approved the project paving the way for the contract signing between ZTE and DOTC in China the next day. Neri is afraid to tell the public that this conversation took place between him and Arroyo because it might spark another impeachment complaint against Arroyo.

That’s a lot of obstacles some real others imagined but definitely a great burden. I wouldn’t count out Neri yet…if these are his thoughts, it does show his concern for the country yet he feel helpless against all odds. Neri knows he can’t do it alone…the Bishops are right that there’s a need for communal action.
I’ve been watching the hearing the whole day. Jun Lozada is a very brave man. He is the Clarissa Ocampo of PGMA. I feel for the guy. He got caught in the middle of something big and ended up fighting for his life. Neri should do the same, come out with the truth. Lozada has a lot of credibility otherwise the big guns of Malacanang wouldn’t even bother dealing with him or even trying to discredit him. Sure he has done his fair share of wrongdoings, but at least he fought for the truth, unlike Neri who is like a sailor trying to patch holes in a sinking ship.
Only a strong military component backed by business men can topple the GMA Government. It is sheer folly to believe we (ordinary citizens) can bring down a criminal hell bent on staying in Malacanang and using all the government’s meager resources to buy her loyalty and support.
The Senate will undoubtedly fail to muster the moral outrage that shook the nation back in 1986 and 1991. If there is anything history has taught us, it is that without politicans and the military acting in tandem, we ordinary citizens canot effect any kind of change.

All of Nery’s fear relate to the bad side of the government he is serving. If so, why does he continue to serve such President? Does Nery truly believe that he is serving a bad President?

Neri’s silence is suspicious. My speculations are:
1) He’s hiding something, maybe a crime, from the public. It’s possible that he’s also involved in the NBN-ZTE scandal, that he already has eaten his piece of cake. *yummy*
2) He’s afraid that when he tells the truth about the NBN-ZTE deal, some pro-government advocates will discredit him and, worse, expose his own odor. Jun Lozada already exposed his and owned his sins in public. Surely, Lozada’s not a saint and he deserves my pardon.

lozada has got everything to lose. this whole “star witness” thing is a supernatural act. if he keeps quiet, he’ll just be like any other public official like miriam santiago who does it and remains apathetic about it. he testified because it’s the right thing to do. pwede naman siya magtago o mag play safe and embody cowardice just like secreatary neri but he chose not to becuase this country has to learn-the people have to know. why would he save himself(find a way out) in this manner at the expense of putting his family in danger? try to ask yourself that had you been in his shoes.

We should still be thankful to “jun lozada”. At least, he did not do a “neri”, despite the fact that he had known these things even before the NBN – ZTE – China contract was forged. We should also be thankful to the Senate. Without their investigations, the deal should have gone through. Whoever said that all these Senate investigations are a waste of time owes some apologies to our Senators. Convicting people of corruption is far more difficult when those who are trying are also corrupt.

Neri’s refusal to divulge what he knows is so INFURIATING! Para siyang bakla na hindi alam what he really wants. He admitted that he met opposition senators (Lacson & Madrigal)Dec. last year. He even called GMA “evil” still, he wants us to believe that what Jun Lozada is telling us are only “half-truths!” Ano ba Neri?!! Magpakalalaki ka nga!
