France suggested to its European partners in Brussels on Friday, February 1, that it should be the pilot state as regards consular protection in Chad.
The concept of pilot state was adopted by the EU Council on June 18, 2007. It aims to improve the protection of nationals of EU member states in a time of crisis in other countries, especially when some member states do not have representation in the country concerned.
The mission of the pilot state is to coordinate protection measures for all European nationals in a time of crisis (information, assembly areas, evacuation if necessary). At this stage the member states are experimenting with this concept in third countries where not more than two EU members are present. This is the case in Chad where only France and Germany are represented.
In the context of the present situation in Chad, France has accordingly arranged assembly areas and the evacuation of about 300 nationals of 12 other EU member states (41 Germans, 23 British, 23 Italians, 14 Belgians, 12 Spanish…)
The evacuation of refugees flown by military aircraft from N’Djamena to Libreville (Gabon), often under dangerous condition, has been successful thanks to the professionalism and efficiency of the French military.
France evacuates not only the nationals of the EU member states. It evacuates, without any discrimination, all other nationals, who request for it to the Embassy of France in N’Djamena or when it is needed.
Thus, with a total of 1,231 people evacuated as of today, 491 are French nationals and 740 foreign (64 Americans, 52 Swiss, 48 Chadians, 32 Koreans, 19 Indians…)
No Filipino has been reported evacuated from Chad.
