The National Council of Churches in the Philippines (NCCP) welcomes the action of the US Senate imposing human rights conditions to the additional military aid to the Philippines. This is a significant step in attaining justice for the kith and kin of victims of extra-judicial killings, enforced disappearances and other human rights violations perpetrated by state security forces.
This is a result of the efforts of the Ecumenical Voice for Peace and Human Rights in the Philippines, the delegation of church leaders, human rights defenders and civil libertarians convened by the NCCP who presented the human rights crisis in the country before churches and government bodies in the US, Canada and Switzerland, last March 2007. A highlight of that effort was the hearing conducted by the sub-committee on foreign relations of the US Senate chaired by Sen. Barbara Boxer. Two of the members of the delegation, Bp. Eliezer Pascua of the United Church of Christ in the Philippines and Ms. Marie Hilao-Enriquez of KARAPATAN, delivered their testimonies at that hearing.
The faith community in the US, likewise appalled by the human rights situation in the country, played a very big role in the lobbying efforts. They lobbied their congresspersons to do something about the killings.
The NCCP maintains that justice is an important building block for peace. We challenge the present dispensation to abide by those conditions. The government should also rethink its counter-insurgency strategy and concentrate on building bridges for peace by engaging in principled talks in formal negotiations instead of a total war policy.
